The Tom Lantos Institute (TLI) is looking for a Programme Manager for its Roma Rights and Citizenship Programme Deadline for application: 12 January 2025 The Tom Lantos Institute (TLI) is looking for a dedicated Programme Manager to take forward its work in the Roma Rights and Citizenship Programme. TLI is an independent human and minority rights organisation with a particular focus on Roma, Jewish and Hungarian communities and other ethnic or national, linguistic and religious minorities. As an international research and education platform, TLI aims to bridge the gap between research and policy, norms and practice. Within TLI's mission and mandate, TLI promotes the self-understanding and participation of minority communities and focuses on the broadest possible socialisation of human rights and minority rights through research, education, public debates, publishing, and memorialisation. TLI is an international civil society organisation currently operating with 10 permanent staff members. Our working languages are Hungarian and English. Job summary The Programme Manager is in charge of TLI’s “Roma Rights and Citizenship” programme. S/he designs the strategy of the programme within TLI’s mandate focusing on research and education. S/he manages the design, implementation and evaluation of the projects and activities of the programme, including financial and administrative planning and implementation. This is a full-time position based in Budapest, Hungary.

Feladatok:

Main Duties Programme level ● Manage the design, implementation, monitoring and evaluation of the strategy of the “Roma Rights and Citizenship” programme; ● Report about the design, implementation, monitoring and evaluation of the strategy of the “Roma Rights and Citizenship” programme to the Head of Programmes and the Director; ● Engage, and work with, Roma communities and a network of relevant stakeholders including experts, academia, key international organisations and other relevant actors; ● Engage in relevant research, publication and training; ● Initiate and maintain working relationships with partner organisations; ● Manage the communications and PR for the “Roma Rights and Citizenship” programme; ● Conduct fundraising; ● Train and supervise programme officers, programme assistants and interns. Project level Project design: ● Conceptualise projects in line with the programme strategy; ● Develop the administrative and financial plans of projects; ● Establish an annual project implementation plan outlining activities, tasks, and timeframes as well as resource, financial and procurement plans. Project implementation: ● Implement project elements according to the annual implementation plan; ● Carry out project-related financial and administrative tasks; ● Contribute to the closure of projects, including financial and administrative reporting. Besides the above, carry out all necessary tasks belonging to the area of work. The Programme Manager works in cooperation with the Director, Deputy Director, Head of Programmes, Financial Manager, Programme Managers and Programme Assistants.

Elvárások:

Essential Skills and Experience ● Post-graduate degree (MA or PhD) in one of the following disciplines: human and minority rights, political science, international relations, sociology, social psychology, nationalism studies or related fields; ● Minimum two years of relevant professional experience, primarily in the field of human and minority rights and work with Roma communities; ● Understanding of, and involvement in Roma-related issues in Hungary and Europe; ● Computer literacy: MS Office, Adobe, online communication platforms; ● Ability to develop and apply an analytical framework as a foundation of the programme area; ● Proficiency in academic Hungarian and English; ● Hungarian to the level of native speaker; ● Excellent communications skills; ● Ability to work efficiently in a multicultural environment; ● Critical and strategic thinking; ● Strong policy analysis skills; ● A clean record.
